Sometimes, fighting City Hall can take a toll on your health, heart and state of mind.
Take the case of Roger Stadler, a colon cancer, heart attack and stroke survivor described to me by his lawyer as “old school St. Paul” and by a younger sister as a “character with a good heart.”

In 2004, Stadler, 76, built a sturdy, steel-framed greenhouse on the side front yard of his home of 44 years in the 1100 block of Jackson Street. The house that rests on two city lots is on the North End, a few blocks west and south of Interstate 35E Maryland.
As he wrote in a Sept. 9 letter to the city and later repeated to me during a recent chat, Stadler built the greenhouse for his mother, Ann, a mother of five who died two years ago at the age of 98.
“She came over every Sunday to check the seeds and at the proper time to plant and weed,” he wrote. “She loved gardening and was happy to have a place to do so.”
Both his mother and his younger sister, Diane Stadler, enjoyed the greenhouse for years without a problem. Then came a letter from the city in June 2018 ordering Stadler to remove the greenhouse because it was considered a temporary structure in violation of building, zoning and fire codes and a nuisance as defined in Chapter 45 of the city’s legislative code.
The initial letter also ordered Stadler, who still runs a business repairing industrial engines, to get rid of an awning storage structure and a Case skid steer loader on his property.
Stadler has used the equipment since the 1980s to remove the large piles of snow that accumulate and block the long sidewalk of his block and across the street after the city plows come through following storms. Stadler dumps the snow into a vacant lot he owns next to his home, the one where, as he coined it, the notorious “cat lady that had 150 cats or so” once lived.
